This column begins with the story of Mr. LaVelle Jackson. Mr. Jackson was the product of inner-city schooling. He was a very bright child, but his teachers were unable to challenge him. His grades in elementary and secondary school were, therefore, average and below average. After finishing high school, LaVelle joined the army to "see the world."
