The petition was filed in Docket KM96-7-000, the proceeding in which the Commission is seeking input on whether it should permit the negotiation o f the terms and conditions o f service between a pipeline and an individual customer. However, the petition re- ally stands alone.'
The petition was prompted by the Comniission's recent approval o f pipeline negotiated rates (KM95-6-000) and possible approval o f negotiated terms and conditions o f service. However, the new procedures urged by the Pipeline Customer Coalition are not limited t o negotiated rates and terms and conditions. Rather, they can be used in a wide variety o f situations, including operational situations (e.g., storage injections and withdrawals, scheduling o f service, nominations).
