✦ Synopsis


A effort to amend FERC's procedures for considering complaints against pipeline companies was launched in May 1996 by an impressive coalition of pipeline customers. These included three industrial end user groups, four LDC groups, and two producer groups representing both majors and independents. This proposal was the subject of an article in the August 1996 issue of this publication by Edward J. Grenier.

The Coalition's Proposal in a Nutshell

As indicated in Exhibit 1, the complaint proposal would prescribe a definite schedule to govern the Commission's consideration of a complaint filed against a pipeline. The several procedural steps identified in Exhibit 1 would provide for the first time a structure for the Commission's consideration of complaints. A conspicuous feature of this new structure is the requirement for some dispositive and crucial procedural action within 90 days after the Commission issues its formal notice of the complaint.
