Vibrationally resolved photoelectron spectra of Se: and Te: in their ground states were measured using a newly constructed high-temperature supersonic molecular beam source. Ionization potentials and fundamental spectroscopic constants for the molecular ions were obtained.

β¦ Synopsis
We predict that the action of recently revealed mixed quadratic nuclear potential terms in degenerate ground electronic states may lead to infrared and Raman activation of vibrational modes previously classified as inactive as well as to unexpected Raman depolarization ratios. In conjunction with JT interactions these terms may give rise to striking enhancements of infrared and Raman intensities of non-JT modes.
