Faced with a management demand for concessions and a downsizing plan, a New York local of the National Health and Human Services union went on the offensive. Tactics included:
Surveying nurses for information on patient care problems-among them short-staffing, broken equipment, and lack of supplies-then publicizing the results in television, print, and radio advertising. Sending letters to hospital donors advising them of patient care problems. Getting union-friendly politicians to hold hearings on patient care and the hospital's business practices. Direct actions, including picketing the CEO's home and leafletting a t hospital facilities.
