β¦ Synopsis
The interaction between solvent molecules and transition dipoles results in a measurable non-equilibrium electronic contribution to the energetics of photoionization in the case of significant dielectric dispersion of the solvent at the prevailing photon energy. Earlier theoretical work on the resulting dispersion shift is justified on the basis of transition dipole-solvent interaction. Additional experimental evidence is presented.
