Progress on classical software projects normally follows an'S' shaped curve. This describes the relative numbers of people who can contribute to project progress at various stages i.e. at early and late stages only a small number of staff can be involved, while larger numbers are employed in the coding stages. This 'S' shaped progress curve makes it difficult to estimate and forecast software development.
Marconi has developed a software project management system with the US company, Internet, which attempts to flatten this 'S' into a straight line. The Marconi S-System uses a large number of average estimates for work content. It is based on the decomposition of software into design phases, and the breakdown of the work into small, definable work packages.
