An Empirical Analysis of Their Importance and Characteristics.'' The authors conducted a survey in several areas of Switzerland, asking residents their views concerning the acceptability of locating nuclear waste facilities nearby. The authors find that respondents judged the acceptability of a particular site selection in part on how the site selection was made. This result, which suggests that people have preferences over procedures and not just outcomes, is useful to policymakers and important to public-choice theorists. One implication is that a rational-choice framework may be constructed too narrowly if it omits the intrinsic value of institutional arrangements in favor of an exclusive focus on instrumental values. We commend the authors for applying innovative empirical methods to an important policy problem, informing both theory and practice.
