✦ Synopsis


Regional and Local Plans are being required by central government to respond to the protocols of RIO 1992. This is an onerous task involving potentially massive technological, social and cultural change. In parallel to this externally imposed requirement, is an ever growing view, now being adopted by an increasing number of sectors and interests within western society that not only the natural environment is degrading, but also the population's general quality of life is degrading; and even within certain commercial sectors, diminishing returns are directly related to a poorer physical environment. This paper describes a 'bottom up' popular initiative set in motion to assist the cultural, social and commercial regeneration of a western European town. Embryonic concepts of sustainability developed within this initiative are described as is an attempt to develop the concepts in respect to Regional and District Plans.
