The completion of the paving upon a concrete base had l~een delayed for several years, until by agreement the three steam railroads having rights upon the Avenne acceded to the de-mal~.ds of the city officials, fixing upon three tracks as the maximum number to 13e allowed.

Thereafter the Girard Estate placed the paving under contract, setting aside additional funds for the purpose, and completed it late in the year I9o 4.

The total expenditure bv the City and tim Girard Estate in widening Delaware Avenue and constructing the piers and otherwise improving the facilities of the port was $2,247,361.o 5, of which amount the Girard Estate expended $779,933.o3 and
