The stated monthly meeting of The Franklin Institute was called to order at 8:15 P.M., in the Hall of the Institute, by Mr. Charles S. Redding, President, and presiding officer.

After the National Anthem was played, the President announced that the minutes of the January meeting had appeared in full in the February JOURNAL and asked if there were any corrections.

Cpon motion, the minutes were declared approved as printed.

In the absence of Dr. Henry Butler Allen, Secretary, the presiding officer called upon Dr.
