Laboratory studies were made to determine the sensitivity of a conical penetrator to variations in certain mix parameters of Portland cement mortar. Time delay effects upon penetration measurements were also studied.

The test apparatus was consistently sensitive to changes of 0.~ per cent by weight, or larger, in the water content of mixes which were tested at similar time intervals. Water contents as percentages of total mix weight were predictable for each series of mixes within a range of 0.7 per cent for a given penetration value made within 90 minutes after mixing was begun.
