Approximate classical trajectory calculations of capture rates are performed for collisions occurring under the influence of a combination of angle-dependent and isotropic potentials. Results calculated for a wide range of temperatures are in good accord with existing data for ion-dipole (H3+ + HCN)

The treatment of rovibrational transfer at elevated rotational angular momentum as a gateway phenomenon with sudden dynamics leads to a very simple scaling relationship with a single adjustable parameter. The result quite accurately reproduces experimental rate constants. The physical significance of this result is discussed.
