A representation of the effective rotational Hamiltonian in the form of optimum versions of a rational series of the perturbation theory is suggested for nonisolated molecular states. This representation is used to analyze the most complete set of precise transition frequencies in the rotational spectrum of the (\mathrm{PH}{3}) molecule in the (\mathrm{r}{2}=1) state. Most of the experimental data were obtained for the first time using a Michelson interferometer in the wave number range (40-130 \mathrm{~cm}) '.
