As we all know, this turned out to be quite a challenge in the East and the Midwest. We got to combine the implementation of completely new resmctured services (and the absence of pipeline merchant service) with one of the most severe winters in recent memory.

How did the industry do? By all accounts, it did extremely well. How much of the success resulted from leftover merchant gas still attached to pipelines; how much resulted from everyone stretching the rules as necessary; and how much resulted from the fact that the gas industry simply works well? That remains to be seen. However, regardless of the answer, it is fair to say that thus far the restructured natural gas industry works.

Of course, FERC observed this success. The commission also saw how much fun everyone had in 1992 and 1 9 3 , working through the enjoyable and challenging problems of restructuring. Thus, lest we all sit back and assume that now we know (1) the rules,
