Having watched the trend towards resource recovery over the past quarter of a century, with its fluctuating ups and downs, 1 have observed a steadily increasing concern about the wastefulness of our economy. The nation has now entered a new era in waste management. Not that we have arrived, but rather we have begun. The path of resource recovery is strewn with past failures and the road ahead is filled with many pitfalls; however, it is the first peacetime period during which the United States has demonstrated a real and increasing interest in the conservation of energy and material resources. Despite a total lack of support from the present administration, the Congress and the people seem clearly inclined to proceed toward the establishment of an economy based more on conservation than on waste.
