The Texas Academic Skills Program, like many other such programs nationally, has become the lightning rod for a quality of learning situation it did not create. To assuage public concerns about remediation, sustained reform of the whole education system is needed rather than shortsighted and misplaced concerns about reform of the testing instruments.
