From its inception, the Human Genome Project (HGP) was designed with the understanding that the scientific activities of mapping and sequencing the human genome would raise ethical, legal, and social issues (ELSI) requiring careful attention by scientists, health care professionals, government, and the public. The establishment of the ELSI research program was viewed as vital to the success of the HGP: It provided a novel approach for studying the ethical, legal, and social issues at the same time that the basic scientific issues were being studied.
