We have designed and constructed a negative ion threshold photodetachment spectrometer with 3 cm-' (0.37 meV) resolution. Threshold photodetachment spectra of I-and SH-have been obtained. For SH-. individual rotational transitions between the ion and neutral appear as clearly resolved peaks. ' NSER
