and holds the degree of PhD from the University of Sydney. His disciplinary background is in the areas of Organisation Theory, Political Science and Policy Studies. His research interests include health policy and the politics of management and organisation change. He has published widely in these ยฎelds in international journals.

His work with the Centre has focused on identifying the organisational change implications associated with introducing casemix methodologies in acute care settings. He has wide consulting experience in both Australia and internationally. ANDREW GREEN is Senior Lecturer in Health Economics and Planning and Head of the International Division at the Nueld Institute for Health, University of Leads. He has an economics background and has worked in the area of health policy and planning, both on a long-term basis and as a shortterm consultant in a number of countries in Africa, Asia and South America. His research interests focus on health policy and planning processes with a particular interest in the role of the State and NGOs. MALCOLM SEGALL qualiยฎed in medicine from the University of Sheeld in 1959 and became a Member of the Royal College of Physicians of London in 1963. He worked in paediatrics in Oxford and London and was then Professor of Child Health in the University of Dar es Salaam from 1970ยฑ72. He has been a Fellow of the Institute of Development Studies, Sussex since 1973 and headed the IDS Health Unit for a number of years. He has researched and advised in many developing countries, especially in east and southern Africa, and in transitional economy countries of Asia. He has recently spent two years in the Department of Health in South Africa. His special interests include health policy, resource planning, management of integrated health systems, and household health care seeking.
