Based on the solution of the second equation of the BBGKY (Bogliubov-Born-Green-Kirkwood-Yvon) hierarchy, we have derived a kinetic equation for 2D (two-dimensional) classical electron plasmas with weak coupling. This is the 2D counterpart of the Vlasov-Landau equation. The eigenvalue problem associated with it has been solved for the normal modes. The collective modes are shown to be affected profoundly by the collisions between electrons. The coefficient of viscosity, thermal conductivity and self-diffusion constant have been calculated explicitly.
