โœฆ Synopsis

If a transition from elitist to mass higher education is to be brought about, traditional universities will not be able to do the job atone; new types of higher education will have to be developed to cope with increasing numbers and more diversified student needs. One possibility is expansion and appropriate reforms of short-cycle higher education and OECD's Education Committee has been exploring the problems involved in setting up such institutions or programmes and integrating them into the educational system and the society at large. These problems and some of the solutions envisaged are described in the following article.
