Valley complex and middle ranges of Garhwal and Kumaon regions. Over-exploitation of natural resources and overgrazing in forest areas produce rapid and irrepairable damage to the environment. The third zone includes the high altitude deserts of Ladakh and Spiti Valleys of Himachal Pradesh which are perpetually dry. The fourth zone consists of low population density areas such as Lahul, Kinaur and Pangi Valleys, having scant vegetation resources of xerophytic scrubs. Over-utilization of land resources in both these regions has resulted in a critical soil moisture regime.
