One of the most critical components of the chief financial officer' s (CFO' s) portfolio is budget planning, especially in a formula environment. This chapter describes the advantages, disadvantages, and types of funding formulas used by states in the budgeting process for higher education and how the CFO can position the campus to minimize the disadvantages of formula budgeting.
