In distinction to previous work aJ.J host and impurity transitions from the ground state arc included and the number and nature of the impurities is arbitrary. The fist feature is im~ort~t for proper consjderatio~ of crystal field polarization effects. It is shown that the effective long range interaction between impurities has factors that do not appear in the corresponding interactions between interstitiai impurities. The differences are smallest in the limit of deep traps.
