Generally speaking, the oilseed export policy of develop ing countries is another factor determining the development of vegetable oil output in the oilseed producing countries on the one hand and in the oilseed importing countries such as the EEC on the other hand.

China is providing the outstanding example this century of what a change from a centrally planned to a relatively free market economy with high economic incentives can mean for productivity and profitability. Between 1980 and 1985 the Chinese share of world oils and fats production rose from 7.1% to 10.0%. Once the Soviet bloc should follow with a similar change of policy, its share of world production would no doubt explode similarly.

However, the increase is very fractional from 2.9 ' Yo in 1980 to probably 3.1 O/o in 1990.
