T ral Gas and Oil Initiative demonstrates the need for government agencies to incorporate new scientific information into the public policy process as well as to respond to changes in the way industries operate.
Energy Secretary Hazel O'Leary launched the initiative last spring. She did it within a specific context. In response to a DOE request, the National Petroleum Council had just delivered to her department the most thorough study of natural gas that had ever been done. This study pointed to a resource base of 1,300 trillion cubic feet and to the kinds of policies needed for industry to maintain and increase delivery of the product. DOE also had the benefit of ideas submitted by companies, associations, state public utility commissions, and a number of other constituencies in response to the previous administration's 1932 Natural Gas Inquiry.
