Al~lrad--The class of all stabilizing controllers is parametrized in terms of a system matrix called the "one-at-a-time covariance" and an arbitrary skew-Hermitian matrix. The new parametrization is in closed form for any specified controller order, and provides a deterministic version of the stochastic problem of covariance assignment.
