It tries to reveal the contradiction between political interests and the interests of the civilian population from interest relationship between the rulers and the civilian population, and discusses the question whether the rulers are to serve for the civilian population or for those superiors appointed them for the positions, and it breaks the proposition that development is the absolute principle, but absolute development has no principle.
