In 1991, the World Tourism Organization (WTO) and the Government of Canada organised an International Conference on Travel and Tourism Statistics in Ottawa, which brought together representatives of national tourism administrations, tourism industries, national statistical ofยฎces and international and regional organisations to encourage development of reliable tourism statistics. Among the Conference recommendations was `that the concept of a satellite accounting system which derives its main aggregates and basic concepts from the United Nations System of National Accounts be supported.' Such satellite accounts share with the main national economic accounting framework most of its concepts, deยฎnitions and principles, but focus on an issue of particular interest, such as tourism.
To develop the framework for a `Tourism Satellite Account' (TSA), WTO convened an Ad Hoc Group of Experts on Tourism Satellite Accounts in 1995 to develop the conceptual framework necessary to implementing such accounts.
