The development and use of performance-based 5re safety regulations represents a dramatic shift from rule-based performance to knowledge-based performance. Much of the resistance to this approach 6ows from the inherent shortcomings of the decision-making processes used in building design, construction, and use and 6aws in the process used to develop 5re safety codes and standards. Overcoming these di7culties requires regulatory reforms that re6ect the social and economic values of the communities adopting them and a process-oriented structure that recognizes and responds to the causes and costs of human error.
