Continental Carbon (a wholly-owned subsidiary within the China Synthetic Rubber group) has agreed to invest $1.66 M in upgrading pollution control equipment at its Ponca City, OK, carbon black plant under the terms of a consent order from the Oklahoma Department of Environmental Quality. If, by the end of 2005, the plant fails to meet the agreed pollution control standards, Continental Carbon will be liable to pay a lump-sum penalty of $56,000 plus fines accumulating at the rate of $1000 per day.
