✦ Synopsis


The Mega-NOPR has probably been the most praised and condemned, lauded and vilified, extolled and deni- grated action in the history of government's inhumanity to the gas industry. It has evoked every reaction that human emotion can conjure up, from being called the best thing since sliced bread to one pipeline executive's rather timely characterization of it as the "Pearl Harbor" of the gas pipeline industry.

Unbundling Redux

Something that can muse such passions is thus probably deserving of one more article. Our focus here is on the overriding, central feature of the Mega-NOPR, i.e., the debate over bundled versus unbundled services. Regardless of what the FERC will do (or may have done) in the final rule in this issue, unbundling is likely to drive the debate that will occur in the upcoming restructuring proceedings, and thus, through 1992 and beyond, will continue to have pertinence. We hope that ours is a fiesh approach to how unbundliig canbe made to work. In our view, the obstacles to unbundling are as much attitudinal as anything else. It is
