An instrument for ultra small angle neutron scattering has been constructed at the beam line C1-3 of JRR-3M. Performance tests show that the instrument fulfills its function within the q range of 10 Οͺ5 -10 Οͺ2 A ΛΟͺ1 at temperatures ranging at least from Οͺ20 to 100ΠC.
