In the Single European Market, which wdl come into effect at the end ot 1992 transnauonal vocational gmdance will play an ~mportant role as one of the measures to enhance mobdlty w~thm and between the twelve member states of the European Commumty (EC) The moblhty of goods, services, capital, and people are essentml to obtaining economic growth, whlch, in turn, ~s one of the most important pohtlcal goals of the Single European Market

Of the four types of moblhty, vocational gmdance deals with people Transnauonal vocaUonal gmdance supports mdwlduals m their attempt to become more mobile across country borders In order to map the ex~sung transnataonal gmdance provisions in the EC, a study on eight border regions was made m 1990 (Plant, 1990a) The ~dea was that this small-scale picture would point to some of challenges for gmdance in the large-scale Single Market

From 1992 guidance services m the EC wdl have to adapt not only to rapid changes m nauonal labour market con&tlons, but also to the demands of reformation on educaUon, training, employment opportunmes, study grants etc m other member states In these terms, psychological counselhng dealing with possible personal problems in relation to transnatlonal mobd~ty is not at the heart of the matter
