Whether changes are minute or monumental in scope, the constant in our modern society is that organizations are always shifting, changing, transforming, and realigning" (Baldridge & Deal, 1983, p. 1). Second language (L2) programs, like other organizations, inevitably experience some degree of change over time, most often in response to the evolving needs of students and faculty as well as to the shifting circumstances of the educational programs themselves (Stoller, 1997; Stoynoff, 1989). Although some L2 programs have changed little in the last decade, seemingly content with the comfort and security of the status quo, many English for academic purposes (EAP) programs have changed in substantive ways by turning away from discrete-skills instruction and toward new approaches, including contentbased instruction, to meet their students' academic content-learning and language-skills needs.
