Accidents, particularly those involving motor vehicles, are the leading cause of death among children between one and 14 years of age. This report assesses the effect of a 1976 law in Quebec which required the use of seat belts for all front seat passengers weighing more than 23 kg. Although the law was aimed primarily at adults, this six-year study showed that it affected children as well. Child restraint usage (for children ages 0 to 11 years) increased from 6.4% in the year prior to enactment of the legislation to 24.5% by 1981. Especially dramatic was the increase in restraint usage for infants, which jumped from 6.3% to 44.4% during the six-year study period. A similar increase has been noted in Tennessee, in which comparable legislation was put into effect in January 1978.
