Planning educational programs is a lot like teaching -everyone thinks they're good at it. Planning is pervasive in Western culture. Indeed, it can be argued that success in this culture depends, in part, on how skilled one is in formulating and implementing personal, professional, and organizational plans.
The central fact is that we are planning agents. We frequently settle in advance on more or less complex plans concerning the future, and then these plans guide our later conduct. . . . As planning agents, we have two central capacities. We have the capacity to act purposively; and we have the capacity to form and execute plans. The latter capacity clearly requires the former; but it is plausible to suppose that the former could exist without the latter. *
