✦ Synopsis

In this contribution we discuss the vortex picture of the fractional quantum Hall effect. Provided the vortices remained pinned in the presence of a transport current we show that this vortex picture implies the existence of plateaus. Finally we give an argument which elucidates why the ground state at v # l/m is an inhomogeneous vortex state rather than a homogeneous state.
