The claim of the inventor of having produced a "cheap and effective device, capable of use in an ordinary lathe, by means of which milling-cutters or similar tools may be readily made," is fully borne out; and for the ingenuity and skill displayed therein, the Franklin Institute recommends the award to Stephen M. Balzer, of New York City, N. Y., of the John Scott Legacy Prenaium and Medal.
