This paper is dedicated to the memory of Amos de-Shalit whose interest in such studies spans the two decades of his prolific professional life. His specific interest in this work was expressed in his summary talk at the Heidelberg Heavy-Ion Conference in August 1969, a few weeks before his death.
The experimental data on the spectra of near-magic odd-odd nuclei is reviewed, and two-body matrix elements are extracted wherever possible. The data show simple systematics which are consistent with a delta-function force for spectra arising from the coupling of nonidentical orbits and are somewhat different for identical orbits. The multipole coefficients of the apparent two-body interaction are also presented. * Work performed under the auspices of the U. S. Atomic Energy Commission.
