On 18 June 1998 the Congress of Deputies passed the International Development Co-operation Law. When initially presented to Congress in its draft form it was widely felt that this law would do little to overcome the deยฎciencies that have characterized Spanish development policy. However an intense campaign, led by the Spanish development community, during the law's passage through the Spanish legislative process, resulted in radical changes to several of its most important aspects. The objective of this `ยฎeld report' is to identify those aspects of the law that have improved during the legislative process and to assess what impact the new law will have on the practice of aid policy in Spain.
