โœฆ Synopsis


Scientists in different countries are paying steadily growing attention to the studying of the man-induced global effects on the environment, primarily the effects of pollution. It has become obvious now, that the accumulation of harmful substances in the biosphere leads not only to local changes, but also acquires a global character. The alterations of the chemical composition of the atmosphere, soil, water, and biota embrace the vast areas of land and the World Ocean. There are well-grounded apprehensions that it could bring many adverse effects. It could influence the functioning of terestrial .and water ecosystems, could influence the general biological productivity, and could change the climatic and other large-scale natural systems, e.g. ozone layer. Thus, a necessity arose to establish a specialized system for observations, assessment and prediction of man-induced changes in the environment.

The creation of the Global Environmental Monitoring System (GEMS) is under the auspices of UNEP. The scientific basis is developed in the framework of Project 14 of UNESCO Programme of Man and the Biosphere.

The establishment of the European subsystem of GEM S follows from the Convention on Long-range Transboundary Air Pollution and is overseen by ECE. Successful regional activities of the East European CMEA member countries for the practical creation of a GEMS subsystem is under the auspices of CMEA.
