In the aftermath of downsizing, it is becoming increasingly clear that organizations need a distinctive human resource core competency for sustained competitive advantage. Although there are many ways t o develop such a competency, this article stresses the importance of multiple skill-building programs,"new pay" for performance (gainsharing, team compensation, and at-risk plans), 360-degree feedback systems, and behavioral management, and offers practical guidelines for implementing such human resources management approaches. * * Fred Luthans is the George Holmes Distinguished Professor of Management at the University of Nebraska in Linco1n.A former president of the Academy of Management, he received the academy's Distinguished Management Educator Award in I997.The author of numerous books and articles, he is currently editor of Organizational Dynamics and editor-in-chief of the journal of World Business. Richard M. Hodgetts is professor of management at Florida International UniversityThe author of numerous b o o k and articles, he is a fellow of the Academy of Management. He is on the review boards of the journal of5usiness Research and Orgonizotional Dynamics, where he also serves as the book review editor: Brett C. Luthans is assistant professor of management at Missouri Western State College.
