Edwin Guthrie (1954) said long ago in his monograph that has become a classic in the field of teaching evaluation, "successful [evaluation] requires as much experience and technical knowledge as the construction of a broadcasting station. It is, unfortunately, harder for the amateur to tell when the results are worthless"
