He is the author of "The Law of Independent Power," the standard three-volume text on electric power deregulation, as well as more than 50 articles about electric power. He consults widely as both legal counsel and as an expert witness on electric power deregulation, utility asset sales and QF contracts. He also consults for the World Bank on electric privatization in several Asian countries. Mr. Ferrey has degrees in economics, planning, and law, and was a post-doctoral Fulbright Fellow.
