Finally, it is worth noting Brainard's observations that successful efforts to change US policy structures have taken years to mature, and that the greatest chance of reform tends to come in the first year of a new presidential administration. With the current administration's attempt at reform of foreign assistance apparently stalled, and whichever position one takes, this book provides an interesting and potentially consequential contribution as we look towards 2009.
