Allen Zerkin, chairman of the Forum on Conflict and Consensus, said that the difficulty in increasing public ADR use "is not the suitability and availability of mediators, but lack ofa suitable convenor." Zerkin, who is coordinator of the Program on Negotiation and Conflict Resolution at New York University's Wagner Graduate School of Public Service, added that "the state office can be that catalyst, and introduce an ADR solution into what is otherwise a highly politicized or polarized situation."
Assemblyman Koon said that many public institutions already are using ADR, citing the court system and schools. But Koonwho received an award from a local ADR center for a Rochester youth anti-violence program he helped organize-said that ADR needs to be institutionalized throughout government. "We need to push this a little h rther," he said.
