Princess Ozma of Oz has decreed that no one in Oz can practice magic except for Glinda the Good Witch and the Wizard of Oz. But Kiki Aru, a Hyup Munchkin, has discovered the magic word "Pyrzqxgl" and, alongside his evil accomplice Ruggedo, plans to use the magic to wreak his revenge on the people of Oz. When Dorothy and the Wizard try to stop the wicked pair they are transformed into animals and soon Kiki and Ruggedo are transforming Ozians left and right, causing chaos in Oz's outlying lands.
