โฆ Synopsis
On November 3, 1992, FERC ruled that a pipeline could not perform bypass service selectively: If it provided direct hookups for some end users, it had to do so for others. Many would say that this decision, Arcadian Corporation v. Southern Natural Gas Company, marked the greatest advance for bypass supporters to date.
-. . the Clinton FERC may well consider reversing
Arcadian and returning to a policy thai wouki leave bypss decisions up to the pipelines.
